Even though the mill is no longer a commercial establishment, some water must be released at all times because if it were all held back, either the village would be flooded, or the dam would break and the rushing water and tumbling concrete would destroy everything in its path. Thankfully, this is not going to happen because the latent capability of the water is understood and respected, and therefore, allowed a certain amount of freedom.
